At the FCC’s Open Meeting on June 25, 2026, the FCC will consider two items with accessibility issues.
First, the FCC will consider a Second Report and Order and Second Further Notice of Proposed Rulemaking (Second FNPRM) regarding improvements to the reliability and interoperability of Next Generation 911 (NG911) services. If adopted, the Second FNPRM would seek comment on the implementation of Direct Video Calling (DVC) by 911 Authorities, including:
- Benefits and costs of DVC for individuals who use American Sign Language and 911 Authorities;
- A DVC-to-911 pilot program; and,
- The technology and personnel necessary to implement DVC at 911 Call Centers (also known as Public Safety Answering Points).
Second, the FCC will consider a Report and Order and Further Notice of Proposed Rulemaking (FNPRM) regarding improvements to the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA). If adopted, the FNPRM would seek comment on, among other items, whether to include:
- Symbols in EAS and WEA messages to allow consumers to identify rapidly the type of emergency; and,
- Text-to-speech technology in EAS and WEA messages for earthquake and other alerts to hasten protective action by consumers.
