On July 10, 2026, the FCC released a Public Notice announcing due dates for comments on implementation of Direct Video Calling (DVC) to Public Safey Answering Points (PSAPs or 911 Call Centers) in Next Generation 911 (NG911) systems. NG911 includes the ability for PSAPs to receive, process, and analyze “all types” of 911 requests for emergency assistance, including voice, text, video, and multimedia calls.
At the June 25, 2026, Open Meeting, the FCC adopted a Second Report and Order and Second Further Notice of Proposed Rulemaking (FNPRM) seeking comments on implementation of DVC-to-911 calls. The Second FNPRM seeks comment on:
- Benefits and costs of DVC for individuals who use American Sign Language and 911 Authorities;
- A DVC-to-911 pilot program; and,
- The technology and personnel necessary to implement DVC at PSAPs/911 Call Centers.
