Panel Studying Wheelchair Restraint Systems on Aircraft to Convene Remotely (April 20 & 21)

An expert panel studying the feasibility of equipping airplanes with wheelchair restraint systems will meet by web conference on April 20 and 21. The proceedings on April 20 will be open to the public. Other proceedings of the panel will be conducted in closed session.

To improve access to air travel, the U.S. Access Board is examining the feasibility of installing restraint systems on aircraft so that passengers using wheelchairs do not have to transfer to seats. The inability to use one’s wheelchair on airplanes makes air travel very difficult, if not impossible, for many people with mobility disabilities. The Board is conducting the project in partnership with the Transportation Research Board (TRB).

TRB organized the study panel which includes experts in aircraft interiors and safety engineering, accessibility, wheelchair design and crashworthiness, airline operations, and other disciplines. The panel held its first meeting in February in Washington, D.C. Members are evaluating the design, engineering, and safety requirements for equipping aircraft with locking or tiedown mechanisms for non-motorized and motorized wheelchairs used as seats. If these restraint systems are found to be feasible, the panel will then assess how they can be used to accommodate passengers using wheelchairs.

The panel’s upcoming web conference includes presentations and remarks from invited speakers on various topics, including wheelchairs and wheelchair restraint systems, aircraft design, engineering, and equipment, and airline operations. These sessions are open to the public. Attendees must register in advance to attend online.
